Architectural Competition
“Amici del Metrobosco - Parco della Lambretta” Committee.

Foreward
We wish to outline here the reasons behind the concept contest offered to create – within the Metrobosco area created by the Province of Milano – an area called by the citizens living in the district “Parco della Lambretta”.

Consistency - respecting our constituent principles and moving from planning to action.

Challenge - green areas are eroded every day, on the planet. We wish therefore to give our contribution and start reverting a tendency, turning into a park a former industrial site, where one of the oldest and most glorious factory in Milano was located, i.e. the “Innocenti”, where the Lambretta motorbike was designed and built.

Opportunity - young graduands in various disciplines will have the opportunity to face a challenging theme: the positive reuse – consistently with the Kyoto protocol – of disused industrial sites while maintaining a production plant still active, in a unique park called “Il Parco della Lambretta”.

Opportunity for the winners - to receive a nomination by a high profile jury.

Imagination – due to limited construction constraints, such as the available area and the presence within the park of an old but working production unit, i.e. Demag INNSE.

Dream - great ideas were all born as great dreams. We have been dreaming about the Parco della Lambretta in the Metrobosco, simply because we want it.

1. Aims and contents

The “Amici del Metrobosco - Parco della Lambretta” Committee (http://www.parcolambretta.it) is promoting a concept contest, oggi facciamo un albero, domani facciamo un bosco ("a tree today, a wood tomorrow"). This competition is aimed at collecting proposals for the future Parco della Lambretta, within the Metrobosco project, promoted by the Province of Milano.

The promoters aim at stimulating the creativity and curiosity of students of Italian and foreign faculties of Architecture, Engineering (Construction/Architecture Engineering, Environment Engineering) and Science (Natural Science, Earth Sciences, Environment Sciences, Geology). Future architects, developers or designers are therefore invited to formulate proposals and ideas to create the public park in via Rubattino, Milano, partially covering the area where the Innocenti production plants were located until only a few years ago.

The future park has been established as a standard in the Piano Attuativo (“Executive Plan”) under discussion, but the bureaucratic delays and the objective difficulties of the current city planning process have protracted for many years the realization of the project hoped for by this densely inhurbated part of the city. The park would in fact be a "green lung" and a memento for industrial sites and hard work that could be forgotten after the Innocenti production plant (the same where the Lambretta was manufactured) has been moved.

The competition is aimed at collecting new layouts for a large area close to Milano bypass (Tangenziale Est) and to the recently built Rubattino PRU district.

The competitors will be completely free to express their ideas upon the area, while taking into consideration that plans must include the creation of a park as a compensation to this quadrant of the city. Plans must therefore encourage the citizens to use the park and all of its sections in their leisure time, considering the peculiarity of the location, where a fully working production unit will remain in place (compatible destinations). The future park will also include an area where local festivals might be held. As far as plants and essences compatible with the environmental prerequisites of the site, the competitors will refer to the relevant regulations of the Province of Milano, and in particular to regulations pertaining Parco Sud, Parco della Media Valle del Lambro and the future Metrobosco.

The projects must also include proposals for landscape upgrading, keeping in mind the specific nature of the place (the working plant and the near imposing infrastructures) and of the inclusive project of Metrobosco, designed and promoted by the Province of Milano, aimed at creating a large “belt park” for Milano, along the bypasses and highways running around the city.

To widen the confrontation and create an international event, students of Fachhochschule Salzburghave also been invited, thanks to Professor Architect Dustin Tusnovics.

2. Receivers

The competition is open to students enrolled in Italian and foreign faculties of Architecture, Engineering (Ingegneria Edile, Ingegneria Edile-Architettura, Ingegneria Ambientale) and Sciences (Scienze Naturali, Scienze della Terra e Scienze Ambientali). Competitors from other countries are required to exhibit a certificate of enrolment to their faculty in Italian, English, German, French or Spanish together with their final paper.

The competition is also open to students who will graduate in the summer session of the year 2007/2008, and is open to single students as well as inter/multi-disciplinary project groups.

3. Competition procedures

Drawings will be delivered in A1 horizontal format, mounted on lightweight boards (no more than 2 boards; maximum thickness 5 mm). Each board will bear a 6 cm band at the top, within the set format. Along with a note illustrating the content of the board, this band will include a MOTTO, chosen by each design group to guarantee anonymity. In no case the drawings – presented on a strictly anonymous way – will bear wordings, marks, symbols or any other feature aimed at identifying the competitor.

Projects will be clearly intellegible and include general prospects (plan, prospects, sections, structural details) and any element useful to illustrate the project (such as perspective views, axonometrics, photo-simulations or pictures of models).

The boards will be provided with a report – no longer than 6 typewritten pages in Italian, French or English, in A3 horizontal format, title page included – with a description of the project and a reproduction of the boards.

The whole project proposal from each participant or group - besides at east one A1 horizontal board as previously described (also a project synthesis) - could be also presented in A3 book containing the proposed  solution for the area.

Boards and report will be delivered also on a digital support – Word files for the report and PSD o COREL (open levels), JPG, PDF and TIFF 300 dpi for the boards.

Each drawing will also be delivered in a digital copy in .pdf format (72 dpi), to allow the uploading on the website or presentations to the jury or to the general public once the competition will be officially concluded.

With the delivery of the drawings and the report, the Association promoting the competition will be automatically authorized by the competitors to publish, present, reproduce, divulge the works submitted in digital or any other format.

4. Evaluation

The projects will be evaluated as per their originality, planning and technical consistency, landscape quality, the possibility for citizens of all ages to use the park in their leisure time, the feasibility and cost – keeping in mind the overall resources constraint – the environmental sustainability of the project – and specifically the possibility to use recicled materials and in any case materials with innovative characteristics and compatible with both the environment and the buildings close-by, as well the consistency with the existing regulations.

To identify and select the submitted projects an Evaluation Committee will be created, consisting of the following members:

The Committee decision is final.

5. Enrollment and delivery terms

The Announcement will be published on the website www.parcolambretta.it.

Competitors will register on the website and will be admitted to the competition if the delivery requisites stated below will be fully respected.

The documents (drawings and report) must reach the Committee by post or courier or personally by 5:00 PM of 30 March 2008 30 April 2008  May 31, 2008, June 30,  2008 (attested to by the postmark) in a sealed and safe package, to the Committee main office, at the following address:

The following may not partecipate to the Competition:

  • Members of the competition jury, their spouses, relatives, up to and including the third degree of the above categories
  • Employees and associates of Members of the Jury
  • Any person who has participated in the preparation of the Announcement and associated documents
Enrollments will not be effective if documents:
  • are not signed where required (including the Privacy Policy note);
  • do not include all the required parts and attachments.
The following documents must be enclosed in a sealed envelope (a white, opaque envelope, bearing no initials or other marks):

  • A copy of the Identity Card or passport of each member of the designing team.
  • A copy of the enrollment certificate to the Faculty for the current year or corresponding self-certification, under the terms of the law, for each member of the designing team, duly signed.
  • Specific self-certification for the students who will graduate in the Summer session of the year 2007/2008.
  • Declaration of authorization of the treatment of the personal data with reference to Act no. 675 of 31/12/1996 in matter of protection of the personal data, duly signed by each component of the group.
6. Winners and awards

The Award will produce a final merit ranking.

The first three winners will be able to undertake an internship at Province of Milano, following the development of the Metrobosco project for two months.

The jury will have 4,500 € in total at disposal as reimbursement of expenses to be assigned to the winner as individual or groups classified in the first three places of the ranking of merit.

In case of participation of groups the group will choose the participant to the stage. 

All competitors will receive a partecipation certificate, signed by all the members of the Evaluation Committee.

The results will be announced on the above mentioned websites by 15 July, 2008.

The Committee will present the competition on the website (www.parcolambretta.it) and will publish the winning projects, according to the merit ranking. Moreover, the Committee will consider the opportunity to include all the presented projects in a special publication, and to exhibit the presented projects on a firm board. All documents can be returned to the authors (at their own expenses) after checking the contents of the digital supports submitted, requiring them directly to the Committee head office after January 1, 2009.

7. Competition Secretariat

Competitors may apply to the Competition Secretariat for further information regarding the Announcement only via e-mail within December 1, 2007 March 1, 2008 April 1, 2008 May 31,  2008. Competitors will however not get in touch with members of the jury.

8 Official languages

The official languages are Italian, French and English.
